Hawaii Compliance Express (HCE), the State's online compliance portal and easiest way to provide proof of compliance for awarded State and County contracts. Pursuant to HRS 103D-310(c) proof of compliance is required at the time of award and for final payment of contracts and procurements of $2,500 or more for the Executive Branch ($25,000 for other Jurisdictions).

Hawaii Compliance Express is an optional program, all vendors retain the rights to provide paper documentation form the required departments. Original paper documents are only good for 6 months from effective stamp. Compliance certificates through HCE are available anytime for one calendar year. Awarding agencies will be able to pull their own HCE certificate alleviating this burden from vendors.

The only requirement to start the HCE process is an FEIN/SSN and a valid credit card to process the $12 annual subscription. Please view the HCE FAQs for more information.
